3.31 School Sponsored Events and Activities

I. Definitions. In this rule, the terms are defined as follows:

a) “School-sponsored Events or Activities” means an event or activity the school of enrollment created for students to study or participate in while in the custody of the school district; or field trips, extracurricular activities, or other supplemental programs and activities;

b) “Field Trip” means an outing away from the school of enrollment made by students to study or participate in an activity while in the custody of the school district;

c) “Extracurricular” means any school-authorized or education-related activity occurring during or outside the regular instructional school day;

d) “Supplemental Program” means extra academic assistance, such as tutoring or remedial help, that is provided to students in any subject area, occurring before or after school, on weekends or during the summer, where provided by or through a school district or on school district property.

II. All school-sponsored events and activities must:

a) Ensure the health, safety, and welfare of the child/children attending;

b) Be consistent with the Parental Bill of Rights created under Chapter 1014, F.S.;

c) Protect the privacy of educational records as set forth in Section 1002.22, F.S., as well as the privacy interests of all students and parents; and

d) Provide for parental notification as set forth in subsection (V) of this rule.

III. No school-sponsored event or activity shall admit a child to an adult live performance as provided in Section 827.11, F.S.

IV. No school-sponsored event or activity shall authorize the use of any district-owned or leased buildings or property for the purpose of conducting an adult live performance as provided in Section 255.70, F.S.

V. Parental Notification.

a) Any school-sponsored event or activity shall require signed parent or guardian permission forms for the event or activity that include, at a minimum, the following information:

b) The nature of the event or activity;

c) The date(s) and time(s) of the event or activity;

d) Specific location(s) and type(s) of sponsors/guests at the event or activity;

e) Method of student supervision provided, such as anticipated number of chaperones.

f) Mode of transportation to be used;

g) The manner of assignment of overnight lodging.
