I.          Welcome by Chairperson

The minutes of the last meeting were approved as revised in a motion by Roland, seconded by David. A revision was made to those in attendance.

II.         Director’s Report

·         Building 27 modification: Last year SAC voted to move Auto Body to Building 10, but that building and Florida House will be affected by the new simultaneous construction. Karen Shurley updated the group on the construction for Building 27.  She is working with Facilities Services and the contractor and they hope to get the construction done to Building 27 in a few months.  There will be added space under cover in front of the paint booth.  Through some aggressive management techniques, the cost will be less than anticipated.

·         Enrollment Summary:  The current month’s enrollment summary was presented.  In the future, the driver improvement number will be included. There were 456 in December.  Also, the teacher/student ratios that were requested for the report are in the developmental stage.

·         Targeted Program Update:

1.       Building Construction has 15 students, 13 ESE and 2 ESOL.  Students who meet five criteria can be indentured for employment in the summer.  CTC highlights successful students in its newsletters.

2.       Phlebotomy has distributed buttons to advertise the program. Eleven agencies will participate in the open house on January 21.  The program is 165 hours.  The program has 8 students.  Completers make $9- $13 per hour.  The ten-month teacher also teaches Medical Lab Assisting.

3.       Public Works is only fee support.  The advisory group meets monthly. Ken is in the process of developing numbers for this program.

·         Workforce Education Funding Methodology:  Bruce presented the Council for Education Policy Options and encouraged members to read the document.  Several of the options or combinations of options may be considered for future funding.  Other subjects of interest in the document are career-focused high school curriculum options and the jobs/ job skills required in 2010.

·         Budget Timetable: SCTI should receive the budget on March 19.  It is due back to the Landings on April 12.  The group should anticipate work sessions in March.  There will be a different approach to the budget process this year.  General pieces will be given in February to SAC, including staff/student ratios.  Peter indicated that a meeting exclusively for the budget might be necessary to meet the April 12 deadline.

·         New SCTI site/Technical H.S. Update:  Bruce shared the Venice Gondolier article regarding land acquisition for the new SCTI and the technical high school.  The group discussed the identity of SCTI and methods of increasing interest in SCTI and the technical high school.  Roland suggested that a PR person respond to “SCTI with New Technical High.”  The group discussed the budget for promotional and other costs for the new SCTI.  Mickey suggested The Suncoast Workforce Board as a source of grant money for a feasibility study.

IIl.        Old Business

  • Process for Offering New Programs:  Carol reported that there are criteria for offering a new program.  This was done for COE last year; we have a template.  There are 6 adults and 4 high school students in the Medical Secretary program that started in August 2003. The group suggested that there be a template for a new program feasibility study and one for a grant application for start-up support.
  • Mary Ann Fedak discussed the Architectural Drafting program.
  • Regina Stinson discussed the Accounting program.
  • The Fire Science program will be presented at the next meeting.

IV.        SDMT Report

Harriette reported that letters have been sent to parents of students in grades 9-11 for the SCTI Open House on February 10.  The vote on the changes to SDMT Bylaws will be held January 21 and 22. New officers will be elected in February.  Counselors from elementary, middle, and high schools will visit SCTI on March 23 and 24 for hands-on activities and tour.  SDMT discussed teacher planning time, budget timeframe, and the need for a full time teacher in Cosmetology.  A new full time classified position will be posted, combining .6 positions in Cosmetology and Culinary, and having bookstore coverage.

V.         Discussion

The group discussed gathering data at the Open House on February 10.  Postcards could be collected from the attendees, or there could be a raffle to collect information.  Thank you notes could be sent to attendees.

Peter reminded the members that participation is the key to success.  Attendance is crucial and there are 11 meetings per year.  The bylaws indicate that membership is in question if a member misses three meetings in a row.

The next meeting will be February 9, 2004.

Harriette moved and Jerry seconded that meeting be adjourned at 8:05 pm.  The motion was carried unanimously.
