I.          Welcome by Chairperson

Peter Straw called the meeting to order at 6:04 p.m. and welcomed the group.

The minutes of the last meeting were approved as written in a motion by David Winterrowd, seconded by Alice Higgins.

II.         Director’s Report

Bruce explained the new version of the SAC manual.  The schedule of meetings was discussed.  George asked that the budget section include the current year’s budget and Bruce agreed to make that available at the next meeting.

The technical high school is a long-term project. A location in the middle of the county is preferred and a search for a site is in process.  The key players meet monthly and there is a tentative time schedule. They are Wade Robinson, Richard Hayes, Lori White, Chuck Collins, Ellery Girard, Barbara Chomko, and Bruce Andersen.  There will be four years until opening: one year for zoning, one year to develop the plans, then two years of construction and opening.  They will be considering what programs and academics to offer.  The district’s need for a large meeting space will also be considered.  SAC will design surveys for community, students, and parents.  The technical high school may open one year before and then move to the new location.

The outdoor sign on Beneva Road is changed on Thursday nights.  Carol Darling is in charge of messages to be posted on the sign.

III.        Enrollment

Barbara Witte explained the Adult High School and reported the enrollment statistics.  Adult High School versus GED was discussed.  Childcare, Culinary, and Plumbers are not including in apprenticeship statistics.

Fee support classes are continuing education.  Fee support is the only way to raise revenue, according to Ken DeVeau. David asked for a comparison of 2002 to 2003.

Carol reported that MTI enrollment is 75% lower than last year, at 175 students.  SCTI numbers are the same as last year and 2001.

IV.        Report on Targeted Programs

Carol reported that recruitment efforts continue for Construction.  The majority of the students are juniors.  Hove Clary will be recertified and OSHA course (10 hours) will be offered twice per year.  The teacher in the program is seeking donations of materials.  He is taking courses that will place the program and the students on a national registry, the National Center for Construction Education Research.

Mary reported that there are eight students in Phlebotomy as of the current date.  The program is not open to high school students.  One issue is competition with industry.  Jobs Etc and Sarasota Memorial Hospital will bring programs together.  There are barriers in the department.  CORE is too hard and too costly, adding an extra $250.  St Pete Junior College asked for phlebotomy online.  The Sheriff’s office asked for HIV courses online.  The teacher doesn’t have enough time on her current .6 schedule to do marketing.  The advisory group has a tentative meeting set for October 15.

V.         School Improvement Plan

Bruce explained that every school has a school improvement plan.  The school board has ten standards.  Schools choose from the ten.  SCTI wants to work on Standards# 1, 3, 6, 7, 9, and 10.  Bruce will present the SIP at the next meeting.

VI.        Shared Decision Making Team

Harriette reported on the meeting of September 2.  The group reviewed the seven-step plan.  They looked at recruitment events and talked about the ambassador program.  SDMT is expanding its membership to include areas that returned to campus in the spring.  She reported on the liability issue.  The school board attorney indicates that no additional liability insurance is necessary.  The school board provides coverage for teachers when they are prudent in the course of their teaching assignment.  SDMT would like to see communication to students from admissions and other departments via email.

George inquired about methods to motivate high school guidance counselors to send students to SCTI.  The group discussed the issue.

Bruce reminded SAC of the PALS leadership training on Thursday, September 25, 6-8:30 p.m.

Peter would like SCTI to do a booth at the Suncoast Manufacturing Expo.

VI.        SAC Membership

It is important that SAC be representative of the entire campus and community.  SAC is seeking additional members who are students or parents of active students.  The group discussed ways to reach out to the community to fill vacancies.  Bruce Hinson volunteered to investigate.  Harriette suggested that a Career Ambassador would be a good student representative.  Carol Darling suggested that there be a construction trades representative.

George made a motion to offer SAC membership to Ed Carthew.  Jerry seconded and the motion was unanimous.  Ed accepted.

VII.       Other

The group suggested that handouts be hole-punched to fit into the SAC binders.

The next meetings will be October 13, November 10, and December 1.

Jerry moved and Alice seconded that meeting be adjourned at 7:55 pm.  The motion was carried unanimously.

Respectfully submitted,

Regina Stinson
